Unusual pair of whirligigs made from the same
hand. One depicts a policeman, the other a soldier.
Each figure has an extra interchangeable hat.
These came from a museum in Ottawa, Kansas which is now closed.
Soldier has metal paddles and policeman has wooden paddles.
